2003 ford ranger 3.0L gasoline
1999 e300td ignition problem
so I went to start up my 1999 e300td and the battery was fully charged but when I stuck the key in everything was as normal but I couldn't crank the car and the fuel shutoff valve solenoid did not activate either I have read posts and the closest I have gotten was there might be a bad solid state relay somewhere I have no idea of. can somebody help me defy what is wrong, why it won't start and where to look and find the problem?
also, keep in mind this car sat on a ramp for about 4-5 years and it is a turbo diesel. I may try to clean out the ignition key.

I checked the wire to the SOV and they are good and I can hear it click when I connect the yellow wire to a 12V power source and I am getting 5V at the purple wire (starter solenoid wire) at the K40

That is not explaining much. What exactly is happening? Do you observe car voltage during attempt to start?
