Cooling fan not working

The car is a 1999 w210 e 320
I am having a problem where the fan is not coming on and the car will just sit and get hot the thermostat is off by about two or three degrees it will get up to operating temperature and hover there for about 5 minutes and then it starts getting hot as soon as I turn on the heat it cools way below where it should be, I have another post up with the same issue but no luck could it be the instrument cluster I've read that it can cause these sort of issues any and all recommendations are welcome

Scan it with a diagnostic system before you throw parts at it. Could be the motor, could be the fan control module, could be a bad connection or damaged wire.
