Troubleshooting No Heat Issue

Took apart my heater control valve this morning to see if that may be the culprit as to why I do not have any heat. For reference, my heat works sometime...but only after I hear a sloshing water noise behind the dash. Then it works for a few minutes and then its back to cold air. Inspecting the cover piece, I noticed that mine does not have the small copper wiring like many of the videos I have seen, depicted where the red circle are. My assumption is that because these are missing, the system is not engaging and therefore not pulling up the valves to allow coolant to flow to the heater box. Does my assessment seem to be correct?
