Even with the Front License Plate Fixture mounted to the bumper, you still must bend the front plate along the 12 to 6 axis to attach it to the fixture.

Is there anyway to attach the front plate temporarily without having holes drilled?

MDREEF...I have an "E" bracket on the bumper. There's another lic plate bracket? I looked at the "S" bracket, and the back of it isn't contoured to match with the bumper.
