I am getting a new E350 with the phone factory installed. I know that I need to buy a Mercedes V600 phone and the cradle. I found one used. Is this what it looks like.

Also when I get the cradle....does it just snap in or do I need to do anything special to install

You have to activate the steering controls and some other functions so your dealer will have to do it.

When the phone kit is installed, there is some work the dealer must do to basically tell the car's computer that a phone is present. After this, all should work normally. The cradle simply snaps into place and does not require any dealer work. So if the kit is already in the car, no work should be needed. Please note, the cradle you have in the photo IS NOT a V600 cradle. It is instead a V60 cradle.

The factory installed kit is plug and play... Looks like a V60 cradle to me also.
