Just like the OP, I'm at a loss as to where you detected insurance fraud.
From what he has said, he wanted the AMG bumper before the accident, and had been quoted for the change.
Next event, accident happened. At this point, you get an estimate for the repairs and you have the OPTION of getting a check from the insurance company for the repairs and/or getting them to pay that to the body shop. What you or the body shop does w/ the money is your business.
So he took the money from the insurance company, paid the difference and got his AMG bumper.
People do this all the time. Its legal and it is not insurance fraud.
