Need help before buying new wheels

Need help before buying new wheels
I would like to buy the wheels on the link below.
Can anyone tell me what size tires I should buy so that I have no rubbing or other issues.
I have also read on a previous thread that lowering the car using STAR is a good idea with 19" wheels. Is it just for looks or so the wheels fit better?
