Approach them from down under, or if not from that far, at least from the bottom of the car. Remove the bottom panels and the fog light can be reached and removed from behind the bumper.

DIY Fog Light Replacement '07 W211
Just did it last week.
The splash guard panel has to come off from under the bumper. I think it was 6 or 7 hex head screws. I was able to do it without lifting the car, but only because I had a 12 inch flexible attachment for my screw gun. You can remove the splash guard with the front wheels straight, but I had to turn the wheels to the right to get the light out. Remember the configuration of which part of the splash guard overlaps which body parts. There's 3 screws that attach the fog light assy to the bumper. Unplug it first.
One last tip...wear glasses while you're under there removing the splash guard (all kinds of crap on top of it). I'm NOT a mechanic and it didn't take more than 20 minutes to do it.
And if you're just starting to do your research...you HAVE to buy the whole assembly. Can't replace the lens only.
