Weird feel when breaking in traffic

Weird feel when breaking in traffic
Hi All,
In heavy traffic or even normal traffic, when I use my breaks to break gently I hear and feel a mechanical action. Its like its working and doing something. The sounds is like when you roll down the side windows electrically but a bit stronger and louder.
Is that normal or is there something wrong with the breaking function/system.
