I have never heard of anyone getting a freebie on the damper.
edit-I assume you are talking SBC damper; if not....nevermind

If you're talking about the crankshaft dampener, there was a service campaign but it was for earlier cars than yours.

The improved dampner hose is covered in a DTB (dealer tech bulletin) and these items are installed free while car is still under warranty (original warranty). After that, you pay.

BTW, the change offered by this is VERY subtle.
