AC Blower Motor / Flaps

AC Blower Motor / Flaps
2003 e500 - AC blows cold air but seems to take a few minutes before any air blows. Sometimes when I start the car, air starts to blow immediately, but other times it can take 10 minutes or more before any air starts to blow. Seems to have the same result even if the AC/Off button is pushed. What controls the blower motors? Are they controlled by vaccum (i.e. a certain amount of pressure has to be built up before it blows?) Any ideas on how to troubleshoot?
Also, if I press Auto and the Auto Max activates, the radiator fan spins up to an incredibly high speed (very loud) If I change anything that takes it off of Max, fan slows back to normal. Is this expected or is this a symptom of a known problem?

Sounds to me like a bad Blower Motor Regulator. Common issue with Mercedes.
Located under the glove box, just remove the panel.
