Yes. My tablet nor phone would open it. (Both are androids) It downloaded to both, but says "unable to find application to perform this action."
Then when I went to "mediafire" I had to set up an account and since I do not know anything about them yet, I was not going to set up an account and agree to their terms.

That's strange, I didn't have to set up an account to download (just tried it again a few min ago).

It's a "rar" file, so you need Winrar to open it. Try it on a PC, not a tablet or phone.
