Heated seats/ESP/hazard lights panel not working

Since it started getting cold, I've put my heated seats on in the morning. For the last few days the panel would blink all lights randomly and finally return to normal after a minute or two. This happened for 3 days straight, and yesterday the whole panel stopped having any lights work nor do any buttons work. I have the in dash 6cd changer and that works when switching CDs on the stereo, but the button that slides open the deck is dead too.

I've checked the two fuses - 26 and 39 by the dash but they are fine, just reset the cd changer as I heard the clicking and turning of the deck. Am I missing want other place I can check for a fuse blown? Or am I outta luck and need a replacement cd changer or can I just get the panel? Any instructions on removal?

2003 e500 no navi. Thanks!

Removed fuse 40 and it was fine. Put it back then hit the hazard lights and it worked... Crazy cars trix are for kids.
