Fogs full of water

Fogs full of water
I'm not sure how this honed but the on fog light has water about 1/4 full, the light still works but it looks discoloured. How can I take it out to drain the water and clean it out?

Be prepared to seal the broken case or replace or it will just keep happening.

I was replacing broken glass on one and don't remember any glue on them.
The glass was pressed against rubber gasket.
But than different models have different lights.
