SRS error resistance too low R12/13

SRS error resistance too low R12/13
I have a 2004 W211 and the SRS message is on. When connected to Star is says the resistance is low check for short on R12/13. What is the best way to check for short on the squib? is this a typical clock spring failure?

I did see this info on a post where the resistance was to high which would be an open. but mine is too low. You believe it is a bad N80 connector?

STAR follow "Guided Tests" procedures for "Test Ignition Circuit With Component R12/13 or R12/14 Driver Airbag Ignition Squib 1 or 2 For Incorrect Resistance". Short cut, check connections @ driver air bag (r12/13) & control unit (n2/7).
