Replaced the steering wheel tilt dogbone, limited tilt range

Bought the car with non-functional steering tilt. After replacing the dogbone it didn't work right away, the motor would only turn one way, after disconnecting the battery it finally started working in both directions (up/down) but the range of tilt is about 2 inches. With the seat on the lowest position and the steering wheel on the highest I can finally see the entire cluster but just barely. Anybody know if there's a reset or a calibration for range of tilt?

Both of those appear to be parts diagrams and they don't see how to actually change the range.

Yes, I was suggesting to revisit to see if anything is binding and confirm all is operating properly.
