W211 Windshield Washer Problems

I'm still troubleshooting some issues with my newly acquired 2008 E320 Bluetec. The windshield washer didn't work. I removed the pump and found that it was locked up. I also found that the 15 amp fuse was absent. Obviously, the previous owner removed the fuse because the pump was locked up causing the fuse to blow. Now, I find that when I replace the fuse, I continuously get 12 volts at the pump plug, regardless of whether the switch is pressed. This is likely what caused the original motor to fail as it would continuously run. Is there a relay in the windshield washer pump circuit that could be frozen in the closed position? Alternatively, the problem may lie with the stalk / switch.

I do have the manual. There is only one relay listed in the manual for the windshield wipers and that is for the rear wipers, which I have none. If you know where the relay is for the front wipers, please let me know. The manual is absent on this issue.

My problem has gone away! I turned the washer off and on about 10 times and the constant 12 VDC has disappeared. The washer now works correctly. Either a relay was stuck or the switch was malfunctioning. I'm keeping an eye on the situation because I don't want to replace my new washer pump if it starts running continuously again. Thanks everyone.
