Do you have xenon lights? The xenons automatically adjust, there are ride height sensors attached to the front and rear passenger side suspension that control the headlight beam level so that you're not blinding oncoming traffic if your car is fully loaded. It's possible that one of the sensors is damaged or not working properly. It could also be the levelling motor in the light itself, but not likely if both sides are doing it.
