Unclip the cover at the base of the mirror.
Remove the rear view mirror by pivoting to the side and pulling down.
Under the cover at the mirror base, disconnect the connector (this may be as far as you need to go...)
The OCP cover is then released by pressing two release buttons and then the back of it is released by using the plastic wedge to push at the side... but you may not need to get in there since the wiring is exposed under the base of the mirror.

You are right, this wire does have CONSTANT twelve volts (there is power even when the car is off). I used a volt meter but was not able to find a wire that only has power when the car is on...could not even find the wire going to the sunroof, even though I have read of people having issues tapping into this line.
Any other suggestions would be greatly appreciated. TIA

The W211 E-class doesn't have much in the way of an "ignition circuit" (KL 15 I think). I mean, it's there in the car (obviously in the lighter socket), but it doesn't really run all over the car anymore, because the electronics are now "always active" and listen to CANBUS for when to "wake up". Until then, they are in low-power mode.
I think the safest thing to do is to run a wire down to the back of the lighter.
