Pushed button for rear fog lights and only driver side rear light brightened. Is this normal?

Yes, this is normal. Rear fog only lights up the driver's side as mandated by law in many European countries. Lighting up both sides could confuse other drivers who might think the brakes were being applied.

have one on my volvo too...........the rear left brake light gets brighter......like you mentioned
