The map makers do not remap the entire US every year. In fact, some areas of the US are still badly mapped and the NAVTEQ and Telemap people are focusing on those areas. The greater DC area, for example, hasn't had a map update for about 5years.
NAVTEQ used to post what areas were updated on their website. They don't do that anymore - probably because it reduced the sales of map updates.
They will, however, answer if you ask them directly when your area was updated - you may be surprised.

As a retired software developer, this bothers me tremendously. Typically, software and databases like the map data are sold with a single user license. You do not own the software, you are only granted the right to use it.
On the W204 forum they do "group buys" whenever new maps come out. These consist of a dozen or two people dividing the cost and shipping the disc around the country updating their cars. This is both illegal and (IMHO) immoral.
As CEB says, if you can afford the car, you can afford the update. The fact that you think the price is too high does not justify stealing it.

I suspect that MB will go the same way soon. All because of people who don't understand that making copies of software is theft - and depending on the cost of the software and the jurisdiction, it could be a felony - but the OP doesn't want a lecture because be knows it is theft.
This is not petty crime.
