You might just try removing the wheel and giving is a good cleaning and then adding a good polymer (polish) to see if that helps.

It is unlikely that it is a warranty issue. Most people fail to understand that wheels are clear coated just like all the other painted surfaces and needs to be treated alike. Many owners take rough brushes and harsh chemicals to their wheels and then wonder why one of more develop clear coat damage. Once the clear is damaged, that wheel often will start staining.
Hence my question about cleaning methods and products.
It is, of course, possible that the OP got a wheel with a defective finish, but that possibility is pretty slim.

I've got a couple of spots on a wheel with the same thing. I only use car wash soap on it to clean. With some extra rubbing I can get it out but like the OP says it doesn't wipe clean like the rest of the wheel surface.
