driver head rest goes down but not up

driver head rest goes down but not up
i can hear the motor working when i push the head rest button up but it doesnt go up. its like its not catching the track if that makes sense. i searched on the forums and found weird things about the head rest going up when the seat goes forward etc etc but nothing like this.

It's not a weird thing , it's a safety feature because car things the driver must be a short person and therefore moves the seat forward and being a smaller person headrest needs to be raised up to cushion the head
