2010 e350 sedan rear head restraints don't go down

Question 2010 e350 sedan rear head restraints don't go down

Hi forum people,
When i press the head restraint down button on the dash i hear a strong clicking noise and see a very tiny movement from the restraints but they don't go down. I tried holding it for long time and nothing happens. I buckled the belts and unbuckled them to see if they do anything, nothing happens. They are at the lowest setting right now.

I did some research and learnt that it could be loose vacuum lines and the lines are under the rear sear cushion (but other models, not w212). Is it the same in w212 and if it is how can i remove the cushion?
Other than that i checked the fuse diagram and couldn't find any fuses specific to rear head restraints. Do you guys know which fuses are related to that so i can check them out.

Update: It turns out that button is only to bring the headrests down vertically, not to fold them back like in the older models.

It functions as it is supposed to function when the head rests are moved up.

Too bad. The flop of the rear HRs in the W124s was great at time.
The wagons do not have that feature for obvious reasons.
