This is the new to me 2015 E250. The styrofoam area in the trunk on the left looks to have some empty slots. What-all is missing?

I have some empty slots as well, but I don't see wheel chock and lug wrench? I think it is tip of tow hook, but double check as this can be important.
The fuse diagram belongs between tools on those cars.

Can you, or someone, post a pic of what it's supposed to look like? Thanks.

Just like your picture - any of this area will not show much.
Wheel chock is marginal item, but make sure you have lug wrench. If you don't have spare- a can of fix a flat and small compressor would be advised.
Some people think AAA card is all they need, but I hate to wait 3 hr for AAA to come and change my wheel, what I can do in 5 minutes.
Years ago I trained my wife to change the wheel, but lately bought her AAA card
