There are cornering lights within the headlamp housing that illuminate when turning the wheel to help with seeing your immediate surroundings. It is not a fog lamp.

AT night with your lights on and in park and engine running, turn your left signal on and turn your steering wheel fully to the left. You should get a message on the info to "check cornering light" if it is bad. You can also visually check at this time.
Repeat and do the same for the right.

^yes, try that and they should illuminate. When driving at night when your turn signal is on they should come on when your speed slows to 25 or so to light up the inside corner. They go off when you accelerate back to 20-25
