My car had water intrusion into the passenger side light after it got cracked during a run-in with a deer. This shut off the driver side light automatically even though it was undamaged. The passenger light, on the other hand, would not shut off until the car shut it off automatically to save battery.
So yes, if you've got water in the headlight this is probably the reason the other headlight isn't working. As for it if it is causing the rest of your issues, unclear.
Do you have the full LED lights or the standard, low beam LED, high beam halogen setup? Just curious.

That's interesting. Mine currently is acting such that the dry light is behaving normally, except that issue the other day. My headlight setup is the LED low and halogen high, so standard setup sounds right.
