Hazard panel are you referencing UCP if so, check f40 (5A) @ interior fuse panel.

Hazards are switched by SAM...
1-- The step after fuse check is software related.
2--- Scan your vehicle will let you understand if a condition is preventing normal SAM operation to power your blinkers.
3-- car has sufficient on-board power to run reliably.

Check UCP connections & associated CAN connector if fine may be UCP should throw code.
