Discounts in December?
What percentage off MSRP? That deals seems to be too good to be true. What is the backstory? Can you go through the details for the benefit of others?
I am in NJ and have shopped my deal at a few dealers. I have a deal on the table for 9.2% off MSRP. And there is another $500 of Winter Event incentives. And only one dealer was willing to discount it by that amount. Two other dealers told me "no way".

Deal was $4,000 discount, 1 month lease payment, free 3 year/45,000 mile maintenance package.
Total discount $6854. MSRP was $76,750 or 9.0% (have to remove the $925 destination charge)
I bet that if you only have a car with P1, that the discounts would be more because most people would want P2 as that has the most useful collection of features.

If the numbers do not change on you, I would not hesitate to lock in that deal.
9% deals tend to be excellent. 13% is unheard of. I would be laughed out of any dealer in the NY/NJ area if I told them a 13% off MSRP.
Is there something else making your deal at 13%. Are you entitled to Fleet discount or United Explorer card incentive? There is a $500 winter event incentive. The dealer is losing a ton of $$$ on your deal. Something is not adding up.
Sometimes the dealer loads up the "drive off" costs or screws around with the lease factors (if you are leasing it).

The problem is the three level "pack" right now. The 2016 C-class has a very open options menu. You could order it about any way you wanted. 2017 now mirrors the E-class. You wind up buying a lot of 'stuff' you can easily do without, just to get one or two options that are important to you. I suspect we are not the only potential buyers put off by the package concept.
For my wife and I, the Drive Pilot suite of features are what we want, and MB is asking $11,000 for it, not the $2400 & $1200 two individual options in Germany.
For the options we want in the US it is $68,045 while priced roughly from the German site it could be $63,550 (basically P1 + Driver Assist + Lux + Acoustic Comfort). The dealer would have to discount ~$4500 or a minimum %7.5 discount to make up for their rip-off marketing plan. That is how I view discounts from MB.
If we could get 9% on a cash deal, that would be nice. It would be about 68k OTD. Much better than 74k.
If you are in the NY area, Manhattan Mercedes (the only factory store in the USA) might even beat 9% numbers. PM me if you need a contact.

Take from a C owner if it isn't going to break the bank, get the E. It is a different level. I really like my C but the drive and additional space on the E put it a notch above.
I was happy with the 10%. Dealer threw in Service A & B because of the order screwup.
