Headlight auto level unit.

Headlight auto level unit.
My E320 failed it's MOT on a broken link arm rod connecting the suspention leg to the auto level unit (A0105427717). Can anyone tell me if this unit can be bench tested with a fluke meter. There is no response from the head lights when I plug it in and move the radius arm up and down, with the ignition on. I can not see on the leg, O/S/F were the link arm bolts to said leg. Can someone help me with this problem please.
