EQE AMG SUV Amex lease Incentive?

EQE AMG SUV Amex lease Incentive?
Is this still a thing? I guess it is called fleet. If it's not a thing... Can I:
1) lease a 2024 CPO loaner car?
2) get the 7500 federal ev discount?
3) stack the fleet incentive on top, if so how do I do that?
4) if amex fleet no long is available, can I use the Sams Club incentive to lower the cost of the lease, and how do I do that?
5) are there others incentives out there, like AAA? how do I use that and will it stack?
6) I already talked 12k off of msrp for this car
