As of now it’s still a $200 option. Apparently if you don’t order it with the car you can pay a $200 fee and activate it later, so I guess the true answer is yes they all come with the dash cam, but the camera is not activated unless you ordered it.
Dashcam does NOT need to be manually activated every time you start. There is an option in the app to enable continuous recording with a USB C memory stick. It starts automatically when you press the START button and then records 2 minute segments until the memory stick is full and then erases the oldest video. It also auto records if you are bumped while parked and sends you a text that your car was disturbed. There is also an individual recording mode that will record continuously if you are on a scenic route you wish to save.
I have tested the Dashcam feature a little more, and it really does seem like loop recording has to be started manually every time you start the car. I thought it had restarted on its on during one test, but I might be wrong. In the handful of drives today, each began with the Dashcam disabled, requiring manual enabling.
I will repeat my thoughts from a prior post, having to manually start your Dashcam every time you start your car dramatically lessens its value as a safety and security feature.
According to post 18 if you have a memory stick in, you can get the camera to start automatically.

By the way, that makes 3 settings I have to reset each time I get into the car: recuperation, drive mode and loop recording. Why even bother putting us through the pain of forcing us to create a driver's profile?

Well that would suck if you have to turn it on each time. One thing I like about my aftermarket dash cam in my S class is I set it up once and forget it. It automatically starts loop recording every time I start the car.

Your video does not show if you have the dashcam set for automatic start, or if your car even has this setting. It seems to be region specific and MBUX SW release specific.
To reiterate once again. Auto loop recording is possible. My dashcam was on my original order last year and is not an add on from the store. I do NOT start it each time but when I press the START button, within a few seconds this banner appears.
And one more piece of bad news as I was digging around looking for some sort of auto record setting... my car believes the feature expires a year from now, just as was described in the store at the time of purchase. It really does look like it's an annual subscription. I would recommend staying away from purchasing this feature from the app store until this is all straightened out...
