In my state, the legislature did this a few years ago. It seemed to be political at the time to punish the perceived liberals who were wanting to drive EV's. But I get it that we are not paying fuel tax, and using the roads. As more states added this extra fee, it feels less punitive to me.
Our Republican-controlled legislature (after 70 years) has concentrated on reducing our income tax and bumping sales taxes, much to the chagrin of our dimocrats.

In Florida we already pay the government a significant amount of tax on electricity that is almost 20% vs 7% for gasoline excluding federal tax of $0.184 per gallon.
72% of the road funding comes from fuel taxes and related highway revenue.

Its not about punishing people, its about reclaiming revenue the state needs

I had the same question. I understand allowing an EV to use the HOV lane, but the Peach Pass seems like a different issue and would be interested in more information. Do you still need the PeachPass transponder? As an out of State user, I paid my EV "road tax" and have a PeachPass account, could I use the HOV lane?

Once they register it, they will switch your account to non-toll mode. You still need the transponder. This helps identify your car as one approved for non-toll mode.
