CPO warranty?

As I understand it, if a dealer gets a car that qualifies (condition, less than 7 years in service, less than 75,000 miles) it can be certified. As of right now, if you own a CPO, you can extend the coverage anytime during the original CPO period but that coverage period cannot exceed 7 years in service and 100,000 miles.
That last part changed recently. When I bought my CPO 2 years ago the option to extend the basic 12 months/100,000 miles was only available the same day you bought the car (by 12 month increments) but the 7 years and 100,000 mile maximums were the same.
