Why can't an indie CPO a car?

Why can't an indie CPO a car?

If an indie can offer service that meets or exceeds an MB dealers', and that service maintains the factory/CPO/Extended warranty, thus binding MB to pay for those warranty repairs, why can't an indie CPO a car, thus binding MB and its reinsurer to issue and observe the CPO and extended warranties, if they follow the published, on the MB website, thus the same procedure as a dealer, that induces you to purchase the car and the warranties?

Would an alternative warranty company accept this course of certification, etc., for its benefit?
