got wife personal plate for her new car several years ago
she didn’t like it and said “I just want a random one”

That trim strip just pulls off, yes you can replace it yourself if you're a little careful. Best bet is to work slowly with a plastic trim tool until you get it unclipped enough to not damage the bumper. You can go behind it (under the car) and press up the tabs to help it pop out, it will be in there pretty tight.

Yes. It should pop out with a trim tool if you are careful. Wife hit the only utility pole within 100 yds of the house the other month and cracked the reflector on the rear bumper. Easy replacement.

Since you are replacing the strip, should be no issues breaking the broken piece off. You should be able to see the inside of the bumper if you crawl underneath the car.
