The ECO mode was turned on automatically each time when I stop at traffic light for 2 weeks. Now it suddenly stopped and the ECO button is ON. Called dealer, saying you have to drive long enough to get the ECO turned on. Anyone has same issue?

If you mean Auto start/stop - yet it appears to automatically default to on (center middle arm rest console A button with circle). It sometimes turns off the engine when idle/stopped but sometimes it doesn't. Also, if you are using eco mode (drive selection) it can do that too. I use comfort mode driving with auto on/off left on and fuel efficiency seems fine. If you don't like the engine shutoff make sure the auto start/stop button is off 

I guess my question is the ECO is ON (button is ON), but sometimes the function is working and sometimes it is not. Is this normal?
Again, if you are talking about the stop-start function then it is normal for that to sometimes not stop the engine. This function depends on certain criteria being met such as engine temp etc.

In my GLC, when Eco-start is "on," the engine always shuts down when I come to a complete stop... unless the air conditioner is turned on. With the air conditioner turned on, it is presumably monitoring temperatures and sometimes turns off and sometimes doesn't. When it does turn off and you haven't moved for a while, it will sense that you need more cooling and it restarts the engine.
I didn't like Eco-Start for the first few weeks, thought it was annoying, and I presumed that it was placing unnecessary wear-and-tear on the starting system. But, I have pretty much gotten used to it and accepted it; no longer a problem.

- Whether you need AC (also modified by whether the car is in "Eco" or "Comfort"
- Temperature of engine
- how many times you've come to a complete stop in previous time period, so it doesn't cycle a lot in start-stop traffic
- whether you have a turn signal on (not sure about this one, just an observation)
My car has restarted several times before I take my foot off the brake, related to need for AC need (we're in a brutal heat wave in Maryland).
I hated the function as well but I've gotten used to it as the restart is plenty fast and not as jarring to me as it was for the first few days.
