Let's go back to basics. ....
When your lights are on " all of the time" do you mean headlights or daylight driving lights?
Can we get a photo?
Is your headlight switch set to 'auto '?

Thanks for your quick reply. It was the headlights and then I noticed that the dash dimmer wheel switch wasn't working also. Anyway problem solved ( I think). When I restarted after about 3 times the issue went away.

Do you have halogens or LEDs? I have never noticed on LEDs, but on halogens it appears like it is always on, even in broad daylight.
