The answer is pretty much no. If the Mercedes Me online platform is not supported in your country then it can't be activated. The respective services have to be provisioned for your car by Mercedes and if they don't support it for your country they won't provision the services. The car also needs an Internet connection, which typically is handled by a module called the HERMES communications module. It shows up on the build sheet if the car has it. The module has its own eSIM and Mercedes essentially pays for the cell service for at least some time. Here in the USA, they are paid for the first 3 years and after that one has to renew the subscription out of their own pocket. One can also tether to a mobile phone or hotspot if the HERMES module isn't installed, but that only gets you the Internet connection. Mercedes still has to provision the services for your car such as traffic information, online searches, vehicle status etc. Along with Mercedes Me there is also an app for iPhones and Android, but if Mercedes Me isn't supported in your country then you won't find those apps in your country's respective app stores, either. There are always hacks around the region restrictions, so it's possible to get the app from another region, but again, you will ultimately be stuck because Mercedes won't activate the services for your car.
