Is there supposed to be a cover on the negative battery terminal?

The red cover needs to slide over the positive terminal which is exposed in your pic. You can see in the pic below and I also circled the dedicated "ground" your supposed to use for jumping and battery charging.

No, there is no cover needed on the designated brass charging post underneath the hood, as it is not the negative battery terminal, which is covered. Simply put, when charging or jumping the vehicle, connect the black-end clamp of the dead battery vehicle to some large metallic part of your car's engine block (brass knob on the Mercedes) . Never connect it to the negative (-) post of the "dead" battery.
