Wheel spins after jacking up

Wheel spins after jacking up
Hi, changing my tire at the moment.
my front wheel is spinning freely after jacking up even after i put electronic parking brake. Why is that? How do i stop it from spinning?
And after i jack it up, i also hear the hissing noise (airmatic?) that its trying to adjust the car height... how do i stop this ?
in middle of changing a tire, fast response is appreciated.

so for people who changed their own tire to winters.... how did you manage?
what i did just now is jack up the car to the point where the tire will be lifted up - i then loosen the bolts (but not off), and then continue to jack up the car and remove the lug nuts..... and then hand tighten and drop it to just touching the ground, and then tigthen with torque wrench to 111 ft lbs.
is that how others did it?

I've opted not to do any work myself thus far, but if I faced this I have a Milwaukee M18 Fuel impact gun so I'd just use that to zip the lugs off and the initial snug to tighten before dropping to the ground and finishing with torque wrench.

That's how I have been doing it for over 45 years of driving cars.
