to test for this...
dip fingers in cup of water and let soem droplets fall onto leather (preferably flat spot) and see if it soaks in or BEADS up.
Soaks in your leather is not protected and you should use high quality leather leather products.
Clean like above with Microfiber towel moist with water. Let dry
IF nasty use a good leather cleaner, some swear by leatherique but there are others.
then get a good leather condition and put on hands and rub in - do not get too sloppy else ruins your clothes when sitting.
Whole point is to put oils and such back into leather, so it does not dry out and crack.
IF coated - anything made for car leather is fine.

Leather does get dirty, when it gets shiny and oily looking thats when it needs to be cleaned. It is coated with a polymer top coat, so you can use any cleaner really for interiors etc. I use Renny Doyle's interior cleaner:
I use these AutoNinja microfiber scrub pads to agitate:
Then I treat the leather with KochChemie's leather star, let it soak in for 20 min or so and wipe down any excess with a microfiber towel:
Do this once a month or once every two months or so and the leather will stay like new. Just using damp water won't clean the contaminants out of the leather and can contribute to permanent shininess etc.
