Its in perfect condition, snaps into position very well. I got it when I bought a pair, but I only needed the driver side.

Its not velour. I have velour in my car and the mechanism was bad on the driver side, so it wouldnt snap.
If you're replacing for the same reason, then just cut both open (knife along the seam will split the glue), transfer the internals, and then glue it shut. Some clamps are necessary to keep the edge shut while it dries.
