I purchased a set of bi-xenons from Performance Products for my 2005 ML 500. I installed them (plug and play with pigtail adapter) and went to the dealer for re-programming. Problem is, they can’t seem to get the high and low beams to work. Is this normal or did they do something wrong?

Before you brought them to the dealer, were they working if you turn them on? It would flicker but will still initially light up. 02+ models dont need pigtails.
