Seat belt locked with seat down

2002 ML 320, M1, M5, M7, Thanks to Arbonne International
Seat belt locked with seat down
the rear seat on my ml320 is down and the shoulder strap is locked now preventing the seat from going back up. I heard there are special tools to take the back of the seat off to see the belt assembly so not to break the clamps. any advise on getting to the belt assembly or releasing the belt?
