Possible for 2000 ML to change Xenon to Present?

Possible for 2000 ML to change Xenon to Present?
I Has a tech guy at a shop to do this, after a while he looked into the computer and told me that there is no such setting.. So is this Xenon to Present setting apply for 2000 ML430?
I have a projector headlight, and recently bought a HID conversion kit and installed, the problem is, it takes a few times to turn on and off to get both lights started.. I then installed a Relay kit which draw power directly from the battery and still same problem.. I dont think its the ballasts problem though, 'cause everytime I test them with the battery, they came on right away.
