Headlight issue... ballast?

Headlight issue... ballast?
hey wusup everybody my 2004 ml350 is having a headlight issue..
i started off thinking it was the bulb, so i purchased two new bulbs.. put them in right headlight still wouldn't work.. my high beam works fine switched around the bulbs and i came to the point where it was the right headlight having deeper issues than just the bulb.. I'm pretty sure its the ballast now. I've been looking around and its about 250 for a new one. so my question is..
do i just get a aftermarket hid kit with a ballast and install that?
should i replace both ballasts or just the one thats not working?
