Will a bad seal on the brake booster cause low vacuum?

1999 ML320
Will a bad seal on the brake booster cause low vacuum?
I just bought a used 1999 ML320 for my son. It is in really good shape other than the seal on the brake booster. I know I need to replace the brake booster. Is is possible for that to be causing the low vacuum also?
