99 ML320
No low speed blower operation

There seem to be lots of postings about the blower motor not working or not turning off...so my blower issue is I do not have low speed functionality. When the fan speed is set on the higher speeds (3-4) it works, it all works great. No response on the lower settings (1-2). I checked all the connections under the dash so I don't think its a loose wire. Blower regulator? And that sits right on the blower correct?

Check blower regulator/resistor. Passenger side. Yes, sits on the blower.
