checking power steering fluid level?

How do you check the fluid level? Engine running or off?
Checked the handbook, no mentioned of it.

engine off

ps.. I guess except for windshield fluid, I wouldn't be checking anything else with the engine running.. (and even that I'd kill the engine first... )

engine off. Fill to bottom of white plastic "ring". Ignore the dipstick. Start engine, turn wheel all the way back and forth several times, and recheck.
